No. ringuette has a shot clock, and all it does is

1) rush plays
2) add more interruption to the flow of the game

Although, in ringuette you could in theory stab the ring and never move - not an issue in hockey.

Perhaps in OT, since 3 vs 3 has a ton of open space

If I’m understanding this right, during penalty shot/shoot-outs, there needs to be a clock for the shooter? Personally i say no. You need to maintain forward movement already and even the guys who do a few stutter steps don’t seem to take more than maybe 10-15 seconds. I don’t see why it would be necessary to speed that up.

The reality of … what, going to video review to determine if the puck left the player’s stick one tenth of a second too early or too late deciding if a goal happened or not? Turns my stomach.

Yes. What Kuznetsov does is embarrassing.
Watching that in a playoff game was so embarrassing for the game.

Penalty shots and shootouts were supposed to simulate a breakaway, even on a full blown breakaway no player has that amount of time to glide in.

Credit to kuznetsov for deploying a legal move that no goalie ever sees in a game situation nor practices cause wtf is that. In before someone says maybe gaoalies should practice that. But that made me laugh and shake my head seeing that in a playoff game

Kuznetsov's penalty shot is about as slow as it gets, and it took roughly 8 to 9 seconds.

What would this 8-9 second limit solve exactly?

If there’s a rule to steal from basketball is the over and back rule (only in overtime). If you exit the offensive zone on purpose with control you lose possession.

I want Kuznetsov to take an entire period’s worth of time to make up his mind just to shoot low blocker.

I want to see him do what he’s doing now, but zig-zag all 85 feet from dasher to dasher, while only advancing the puck a foot each time he crosses the ice, thus taking like 5 minutes to finally get to the net and then shoot right into the goalie’s chest. Then do the birdman on the way back to the bench.
